This paper proposes a method of strengthening the capability of the reserve forces to perform integrated and cooperative operations with the standing army as a total force. The mobilization division is an essential force for defense operations in the early stages of the war. It is difficult to see it as a force that can be effectively operated in the emergency and early stages of mobilization. In terms of military structure, improvements are needed to match the wartime mission and role of the mobilization division. First, the command structure of the mobilization division must ensure the command and supervision of the operational commander in the field of readiness posture and education and training evaluation. Second, for the troop structure, the combat units of the mobilization division must be managed with a stable combat power throughout the year by organizing the selected reserve forces. The results of the operation of this selected reserve force system will provide a direction and reference for the future military service system development. Third, the unit structure should be able to provide operational flexibility and unit integrity through combination and formation operation with the standing army. Lastly, the force structure is based on wartime missions, but considering the enemy threat and the capabilities of the friendly forces, the hybrid force is promoted, but equal distribution of positions in the power acquisition budget is required. Policy and institutional development of strengthening reserve forces must be ensured by including the reserve as a member of the Armed Forces Organization Act.
