There are running taxis of 37,743 in Gyeonggi-Do. Among them, 10,605 vehicles are company taxis, and 27,138 vehicles are private taxis. There are 40,686 taxi employees and 191 taxi companies.
Most taxi drivers in Gyeonggi-Do have been working for a long time without improving the wage system despite the increase in taxi fares. That is why a study is requested to improve the labor conditions of taxi drivers.
Although taxi passengers have sought better services from taxi drivers, the level of taxi service is going to be descending. Therefore, it was supposed to study what is the problem on their services, and the working environment of taxi drivers.
This study aims to suggest some alternative of their working environments and institutional improvement plans to improve the taxi driver’s labor conditions. The analysis of the study has been based on basic data such as the working conditions and the wage system of taxi drivers in Gyeonggi-Do.
This study shows that there are several problems in the working environment of taxi drivers. The shortage condition of taxi drivers is going to be worse off annually. Therefore, the rate of operating taxis is decreasing. Moreover, their salaries are generally lower levels than employees of bus or train companies.
Company taxi drivers are usually working more hours in a day than private taxi drivers. The rate of traffic accidents is also around three times higher than private taxi drivers. That means that the working environments of taxi drivers are very poor situation.
The main results are as follows. First, it is possible to improve the taxi driver’s labor conditions by introducing a the management system of total amount of fare wage system that provides incentive. Second, in order to improve the working environment of taxi drivers, it is necessary to establish a two-shift work system per day that can reduce long working hours. Third, regular taxi fares need to be adjusted in conjunction with improved driver labor conditions. Finally, jurisdiction administrative agencies need to increase the competitiveness of taxi through welfare facilities and administrative support.
