「Local Public Officials Education and Training Act」 Article 5 stipulates that a master plan for education and training shall be established every five years for the systematic development of the capabilities of public officials in local governments.
Gyeonggi-do established the first basic plan for education and training for Gyeonggi-do officials from 2013 to 2017, the second basic plan for 2018 to 2022, and the third basic plan for from 2023 to 2027.
To reflect the vision and values of the 8th popular election, it is required to have education and training plans for public officials that reflect environmental changes and the needs and values of the times, and strategies for fostering human resources for public officials in Gyeonggi Province
order to establish a basic plan for education and training for Gyeonggi-do officials, the performance analysis of education and training for Gyeonggi-do officials, the competency diagnosis of Gyeonggi-do officials, and the following improvement directions were drawn. It is necessary to strengthen the professionalism of public officials, internalize the vision and value of Gyeonggi-do, strengthen communication between generations, cultivate values centered on residents, strengthen field-oriented education, prepare educational programs reflecting public officials" educational needs, and strengthen ICT technologies.
Through internal and external environmental analysis surrounding Gyeonggi-do, public officials" education and training surveys, and expert opinions, the vision for education and training for Gyeonggi-do officials from 2023 to 2027 was established as "training professional talents who lead and communicate with future changes."
The core values to achieve the vision of education and training for public officials in Gyeonggi-do are "challenge and innovation", "professionality", "fairness" and "communication".
The strategic goals of education and training for public officials in Gyeonggi-do are to strengthen education for future innovative human resources development, strengthen professional capabilities for the creation of provincial government performance, and foster human resources for communication and cooperation.
(Strategic goal 1) To strengthen future innovation talent development education, detailed strategies such as "strengthening future change responsiveness based on challenge and innovation", "improving self-directed capacity to respond to preemptive environmental changes", and "expanding education reflecting future environment changes and trends" are drawn.
(Strategic goal 2) To achieve the strategic goal of "Strengthening professional competencies for the creation of provincial government", "Enhancing performance of provincial government through customized competency training", "Enhancing job training focused on provincial core values", and "Enhancing practical links in education and training" are derived.
(Strategic goal 3) Detailed strategies to achieve "cultivating values centered on residents" are set up to "strengthen education for establishing and internalizing public officials", "training administrative experts for participation and on-site close-up problems", and "discovering special education programs in Gyeonggi-do.
(Strategic goal 4) Detailed promotion strategies such as "enhancing communication to expand empathy and cooperation between generations within the organization", "expanding social contribution activities related to jobs", and "enhancing education with residents" are established.
