This study aims to conduct a diagnosis and verification of a group of experts closely working in each field in order to find out the general problems of the current lien system and to prepare measures for improvement. The purpose is to establish an effective lien system through implementation and supplementation of the most appropriate improvement plan. Administrative experts were the highest in the opinion that it is better to maintain the current lien system according to the expert group, followed by practical experts and financial institution experts.
