In August 2018, the Unification Education Center of the Ministry of Unification published “Peace and Unification Education: Directions and Perspectives”(hereinafter the “2018 Guidelines”) in place of the previous Unification Education Guidelines. The 2018 Guidelines accurately reflect the current government’s unification policy toward North Korea as it is the guidelines that the government issued to provide a direction for unification education. These newly published guidelines are prepared with an intention to provide “peace and unification education” based on the belief that unification education should be provided as a way to achieve peace. On the outside, peace education was added to unification education. The 2018 Guidelines emphasize that one should cultivate the skills necessary to realize peaceful unification by understanding North Korea with a sense of peace and aiming for cooperative inter-Korean relationship, but in reality the government is attempting to differentiate itself from the previous government. The actual change in the unification education resulting from the addition of peace education to unification education is an expression of the will not to pursue unification by an absorption or artificial unification.
In order to show such actual changes that have occurred in the unification education, the meaning of ‘peace’ newly appeared in the 2018 Guidelines and its implications will be analyzed. In order to understand the meaning of ‘peace’ discussed in the 2018 Guidelines, I will discuss in Section II I will analyze the meaning of ‘peace’ education in the 2018 Guidelines. In Section III, I will look at the criticisms raised against the 2018 Guidelines. In Section IV, some of the unification education guidelines of the conservative government and the Moon Jae-in administration’s “Peace and Unification Education: Directions and Perspectives” are carried out in the 「Unification Education Support Act」 and 「National Community Unification Plan」 by borrowing Thomas Kuhn‘s paradigm theory. As the journalists argue, it will be argued that the shift from the guidelines of the conservative government to the guidelines of the progressive government is not a ‘paradigm shift’. Therefore, the conflict between progress and conservative over unification policy and unification education can be greatly alleviated by accepting this epistemological analysis.
