Despite the historical regime change from the Liberal Democratic Party to other single political parties, the Democratic Party of Japan, for the first time in the history of the Japanese political parties in 2009, the DPJ Hatoyama administration has pursued the security strategy for establishing the security cooperation system within the United States, Australia and India. This paper analyzes the reasons for the continuity of the foreign security strategies conducted under the different political leaders who also expressed the opposite foreign policy idea. Neoclassical realism, the foreign security policy theory, which has been focused on the domestic variables such as the policy idea and ideology shows its restricted effectiveness for applying the analysis in the outcome of the Japanese foreign security policy. This is because in the Japan’s diplomatic and security policy making process the idea of political leaders have the restricted as the secondary, or subordinate variable; the effective cooperation the U.S.-Japan alliance is the independent variable. The failure of the DPJ Hatoyama’s East Asian Community, the Japan’s own foreign and security policy, can be identified for this typical example. The structural constraints as the independent variable restricts the Japan’s autonomy of persuading the alternative foreign and security policy.
