1. The comprehensive and interdisciplinary research aims to study control policies of drug and organized crimes in Korea. Firstly, it analyses the situation of crimes related to drugs and crime organizations. After that, the problems of current criminal justice system for controlling narcotics and organized crimes will be researched, which leads to the strategic proposals on the reform of both criminal and administrative system in the matters of drug and organized crime control.
2. The objective of the control of drug and organized crimes is to protect society from the threat of illegal drugs and crime organizations. As crime organization becomes a key factor in illegal drug trafficking, drug crimes are considered as the integral part of organized crimes. In the general context of the National Drugs Control Strategy, criminal investigation, criminal sanctions, administrative regulation should be reformed for a more effective control system. International cooperation in persecuting drug and organized crimes must be emphasized.
3. The first chapter overviews the objectives and issues of the research.
The second chapter reviews the current issues of drug and organized crimes, such as the trends of drug-related crimes, characteristics of drug abuse, control of raw material and narcotics for medical use, the income source of crime organization and the criminal connection with drug trafficking.
The third chapter analyses the countermeasures against drugs and organized crimes, including the legal reform of raw materials and narcotics for medical use control system, drug warden, rewards for reporting drug-related crimes, money laundering, asset recovery and investigative techniques.
The last chapter proposes reforms to bring effectiveness and efficiency in the control policies of drug and organized crimes in Korea.
