This comprehensive research consists of an empirical study on drug abuse & demand reduction strategies, studies on therapeutic interventions for drug-abusing offenders in the criminal justice system, activation of cooperation between criminal justice system & health care system for drug-offender treatment, budget policies for drug control and legislative reform for drug demand reduction.
The research aims to study reform policies of drug demand reduction and treatment system for drug offenders in Korea. Firstly, it analyses the situation of drug abuse and the characteristics of drug users, After that, the problems of current system for drug demand reduction and drug treatment will be researched, which leads to the strategic proposals on the reform of criminal justice system in the matters of drug control and the comprehensive system for drug treatment.
The first chapter overviews the objectives and issues of the research.
The second chapter analyses the situation of drug crimes in Korea and the practice of criminal justice system in drug control.
The third chapter studies the characteristics of drug users and proposes individualized drug demand reduction and drug treatment.
The fourth chapter shows the features of drug-offenders and their re-offending, and points out the problems of current treatment system.
The fifth chapter deals with specific issues of drug control policy, including the legislative demand for changing drug problems, criminal procedure for drug offenders, and sentencing practice on drug crimes.
The last chapter suggests policies for the effective and practical system for drug demand reduction and treatment. Legislation and budget on drug demand reduction should be based on a principled national drug control policies. Empirical studies on drug abuse demands drug policies on individual base. Cooperation between criminal justice system and health care system should be promoted for the prevention of drug crimes and the treatment of drug offenders. Lastly, the research considers three-track sentencing system providing incarceration, probation, and treatment, which is tailored for the needs of each drug offenders.
