In the 5th century Silla proceeded northward to the East Sea districts, and in the early 6th century it held the north of Gangneung(江陵). To rule over this region King Jijeung(智證王) enforced a new local administration system and set up a local corps, Jeong(停). Yisabu(異斯夫) was a centural figure in this process.
He was born in the late 5th century and in his twenties he started for the provincial governor of Samchuk(三陟), where Ju(州) had been established for the first time in Silla. On the background King Jijeung intended to expel the political rival to the country. On the contrary he grew for all this and returned to the central government through the administration of the East Sea, a naval activity and the subjection of Woosan-guk(于山國). He took office as the minister of national defense as the return service for helping the enthronement of King Jinheung(眞興王) and became the highest official. But he lost his power by the death of King Jinheung’s son.
Silla can intercept the connection of Goguryo(高句麗) and ancient Japan(倭) by holding Woosan-guk, which was the passage between two countries. Primarily Yisabu conquested Woosan-guk with this international and military object. Also Silla was able to take part in cultural exchange and commerce on the East Sea. This was the result of advance policy to the East Sea of Silla since the 5th century, and Woosan-guk could develop more by introducing the advanced culture of Silla and uniting it with the traditional culture of itself.
