Parhae was a state formed with an alliance, forged between the people from a Goguryeo高句麗 origin and the people of the Malgal靺鞨 tribes. Such nature of its origin played an important role in its diplomatic dealings with other countries, especially the Japanese islands. In the past, Goguryeo subdued Okjeo沃沮 & Dongyae東濊, and formed a trade block in the east coast area of the Korean peninsula. The Malgal tribes also conducted trades across the East sea東海 since the Eubru?婁 days. After Goguryeo collapsed, the Malgal people maintained a relationship with the Emishi蝦夷 and the Okhotsk region on their own, yet when Parhae started to subdue the Malgal tribes, existing situations and relationships started to change as well.
The fact that Parhae intended to keep using the Northern route in its relationship with Japan in the 8th century, and the fact that they kept visiting the Dewa出羽 region which was the stronghold of the Emishi collective, should be examined within the historical context mentioned above. The Japanese government, in advancing its influence into the northeast areas of Honshu, tried to prevent the Emishi groups from allying with Parhae. The fact that Parhae started to make quite public arguments after 762 regarding its status being equal with Japan, was all the more threatening to the Japanese government.
From then on, the Japanese government strongly requested that Parhae would not use the Northern route any more, citing the old practices of Goguryeo, and Japan’s own legal dictations. Yet it was a request driven more by Japan’s own agenda, and its world view. The changes in East Asia’s international situation, and power competitions among Parhae, the Emishi and Japan, were the variables that led to such request.
