This article examines the nature of transformation of Silla's power structure in the early 6th century. To do so, it is important to investigate the pattern of earlier power structure before its transformation.
Silla was an ancient state founded by the confederated 6 countries of Chinhan(辰韓) from the beginning. Silla was established not in the process of formation of ancient society but in the process of its rearrangement happened during the period of Old Chosun(古朝鮮) and Chin-kuk(辰國).
Kings of Silla lead rulers of small countries - so called Gangi(干支) - as their feudal lords and governed the state on the basis of 6 Bu(部)'s suggestions represented by them. 6 Bu was a political organization formed by the ruling powers in the local areas. Commissioned by the king, they had the right to rule their territory and people. The people ruled by them was regarded as Noin(奴人), differently from the people ruled by the king, Kukin(國人).
Therefore, the transformation of the power structure in the early 6th century should ge explained as the process of feudal centralization of the former feudalized local power structure. In this proess, Silla established the direct ruling system by the king through provincial administration by redefining the concept of the state and abolishing Noin.
