Most of the governors of Chongchong province and the magistrates of Cheongju city succeeded in the civil service examination under Joseon dynasty. The average percentage of success in the civil-service examination was 93.3% for the governors of Chungcheong province, and 72.2% for the magistrates of Chungju city(淸州守令) during late Joseon dynasty.
The great 10 clans took 27.9% of the governors of Chungcheong province in early Joseon dynasty and they would occupied 45.7% in late Joseon dynasty. Besides, 37.2% of the magistrates of Cheongju city were from the great 10 clans in late Joseon dynasty. Thus the powerful families in Joseon dynasty monopolized the mandarins of Chungcheong province.
In an investigation of the bureaucratic grade of Chungcheong province governors, we found that the members who received the rank, Sujik(守職) accounted for 55.1% among them. Most of them had the post of Dangsanggwan(堂上官). The average term of Chungcheong province governors was only 10.2 months. The reasons for replacement of the Choongchung province governors are as follows : the case of shift(交遞) accounted for 63.4% : the case of promotion occupied 14.7%, : the case of reappointment occupied 4.9%. The case of official reprimand(懲戒) occupied only 11.4%. : personal reasons, such as the illness, death or the death of their family occupied 5.7%.
According to the recent study, the King of Joseon dynasty appointed his trusted chamberlain to the governors of Chungcheong province. It seems that the governors of Chungcheong province had prepared for the return to the ministerial chair in the Capital of Joseon during their time in Chungcheong province.
