Examined in this article, is the social status of certain Joseon personnel who served as County governors(Gunsu figures) in local regions, who were also high-ranking officials and social elites during the Japanese occupation period. Also examined is their own perception of the realities which surrounded them. The administrative status of the Gun units was significantly lowered during the Japanese occupation period, and the authorities of the county governors were weakened as well. Yet the county governors transformed themselves from traditional figures who merely oversaw local ruling into elitist officials who were fairly modernized. And they re-defined themselves as members of theruling class in local regions once again. Since the 1920s, the country governors had proved themselves as qualified personnel in terms of education, certification (through examinations), and career history. By doing so, they matched up to all the modern standards that were required in appointing governmental officials. They established themselves as social elites, with support of the ruling authorities.
Even under colonial ruling, the Joseon people, who were the ones that were being ruled, were in many or most cases appointed to the county governor seats. This led to a series of incidents in which low-ranking Japanese subordinates counteracted or disobeyed the orders of their Joseon superiors. Yet the county governor seat was the highest position a Joseon elite can get in a colonized situation. And the person who sought and finally took such seat, would also be tagged with the name of being a collaborator, or even being a proxy used in the suppressors’ colonial ruling.
Surely the Joseon county governors of this period recognized them as Joseon people who were being ruled by the Japanese, but they also regarded them as successful people who were part of a league that was well above the ordinary people. They pursued social advances, aimed for stability, and tried to distinguish themselves from the low-class citizens. They were part of the modern middle class, and justified their actions and objectives with their own reasoning which apparently did not put too much emphasis upon nationality. And they also supported the concept of modernization.
These bureaucratic officials’ perception of the general population, was a mix of Confucian love(愛民) for the public which the traditional Yangban officials had displayed, and the sentiment of being public servants in hopes of providing public services. They wanted to be respected as local ‘elders’, and decorated themselves with empty formalities and vanity. More often than not, the result of such exercises was either economic bankruptcy or dismissal from the office for conducts unbecoming of an official.
