This article confirms the purpose and role of dispatching Gamjin royal inspectors. Director Jinhyul(Famine Relief) was originally a job performed by a local governor. In order for the central government to dispatch secret envoys, additional grain was needed. So the government became a burden. There were areas where secret envoys had to be dispatched. There are Hamgyeong-do and Jeju-do. Because of the distance, it was difficult for the local governor to effectively supervise Jinhyul.
Unlike the undercover royal inspector, the mission process of the Gamjin royal inspector was different because the purpose was to supervise Jinhyeol. He didn’t need to do anything secretly. After being dispatched, he came back to Seoul for discussions. He was dispatched back to the area with additional complementary measures. The period of his mission was longer than that of an undercover royal inspector, approximately 10 months.
Gamjin royal inspectors was no longer dispatched until 1812. Originally, Gamjin royal inspectors was a special type of royal inspector dispatched to areas where Jinhyul’s supervision was difficult. Therefore, it was not operated on a regular basis. The reason why they were not dispatched in the 19th century was because local officials were now sufficiently capable of carrying out the relevant duties. As the authority and role of local officials were emphasized, the need for supervision through secret envoys no longer disappeared.
