A large-scale famine happened in 1809 and 1814 when Dasan Jeong Yak-yong was exiled to Gangjin, Jeolla Province. The famines drove many people to starvation and wandering, which reduced the size of population and farmland considerably. The outcomes made it impossible to run the taxation system normally and shook up the Joseon society at the bottom. Both the central government and local governments were, however, passive about relief efforts. Some government officials pocketed relief grain, and wealthy people were passive about charity works and even purchased fields and paddies whose prices went down. Some starving people moved to Japan in disguise along with their families by violating the national law, received the relief food, and returned back to Joseon. Others set fire to private houses, government warehouses, or government offices to get food or punish the governmental authority. Even though such moves to Japan in disguise and arsons rose in frequency by that time and had the potential of shaking up the state, few people pointed them out straight. Unlike others, Dasan pointed them out one by one in his books and searched for alternatives. The Joseon society, however, failed to find any solutions and sank deeper into the pit.
