Existing studies on regulatory impact analysis have well discussed the overall status and limitations of cost-benefit analysis, but it is hard to find studies that examine in more detail how the actual regulation cost measurement is done. Therefore, this study analyzed the actual state of cost measurement, focusing on the Regulatory Impact Analysis published during the Legislative Notice process in 2019. As a result of the analysis, there is little quantitative analysis and it is conducted mainly on qualitative analysis. In relation to the subject of cost burdens, the costs of various stakeholders are not analyzed, but only 1-2 stakeholder costs are considered. Regarding detailed items such as equipment costs and labor costs, only the cost of some items is considered and the cost is calculated mainly for the part that is easy to measure. Only the total amount is presented without a specific process of cost calculation. In addition, administrative costs (government costs) were not sufficiently considered, and indirect costs that needed to be considered for each detailed item were hardly analyzed. In the future, it is necessary to solve these problems of cost measurements in order to improve the effectiveness of the Regulatory Impact Analysis and, furthermore, the effectiveness of government regulations.
