On August 1st, 670 King Munmu of Silla dispatched Geumsumisan(金須彌山) as an envoy and proclaimed Anseung as the King of Goguryeo. Geom Mo-jam crowned Anseung as king in June and immediately asked Silla for help. Silla responded to this request. According to Samguksagi Sillabongi(『三國史記』 新羅本紀), King Munmu's investiture for Anseung was the decision that matched justice of the world and command of the emperor. Considering the international situation at the time, however, it seems difficult to say that King Munmu's actions were purely aimed at providing aid for Goguryeo's refugees. Analyzing Munmu's royal certificate, Anseung was described as a justified successor to Jumong, founder king of Goguryo regardless of King Bojang(寶藏王) staying in Tang. Whether it is true or not, it can be shown that political realm of Goguryeo was sustained through Anseung. Perhaps it seems that King Munmu deliberately emphasized Anseung's authority in order to embrace Goguryeo refugees additionally while he claimed an international status equal to that of Tang at the beginning of war with Tang. In the same context, it can be seen as Munmu's deliberate action that Geom Mo-jam, who actually led to the group of refugees, didn't appear in the record of Samguksagi since June in 690. Through the part of Goryeomoban(高麗謀叛) in Letter of Response to Seol In-gwi(答薛仁貴書), which seems that its content was passed on autonomously in Silla, the fact is identified that Munmu defined that Geom Mo-jam plotted Goguryeo's revolt and called him a rebel to have to conquer. Munmu was grounded on the event that Geom Mo-jam killed Tang's official and Beob-an, who was a priest. It can be seen that Munmu probably secured the justification that Silla did not accept the traitor defined as the target of subjugation by Gaozong of Tang(唐高宗), while excluding Geom Mo-jam for the purpose of integrating Goguryeo's refugees into Silla fundamentally. Eventually, King Munmu intentionally excluded or ignored Geom Mo-jam, emphasizing only the symbolism and authority of Anseung, and then embraced and reorganized Goguryeo's refugees.
