Report Errors
Following the emergence of the Moon Jae-in administration, police powers are further strengthened due to the reorganization of power institutions. The police has the investigative authority which the prosecution had, and is expected to take over the anticommunist investigation authority that the NIS had. However, the police are a huge organization with more than 120,000 people, and they are forming a centralized national police system that receives orders and instructions from one director. In addition, there is a strong authoritarian culture based on the upper and lower class order, and the neutrality of the investigation is also revealing its limitations.
In order to evaluate whether the police reform is being implemented properly, I critically reviewed a situation of police reform discussed in the current government, and analyzed the limitations in terms of a separation and reduction of police power, and democratic control. In addition, in order to seek an alternative to overcome these limitations, I suggest a plan of reorganization and control of police power.
