The Korean Opposition party was always opposed to the ROK Government’s policy of sending troops to Vietnam, which took place total of five times. But in September 1966, with the remarks of Park Sun-cheon, head of the Minjung-dang party, which said ‘We are going to acknowledge the issue of sending Korean troops to Vietnam as part of the reality we’re facing,’ the voice of vehemently criticizing troops dispatchment started to diminish. Even Yun Bo-seon, who ran in the 1967 Presidential election as the Shinmin-dang party candidate, retracted his former position which demanded unconditional withdrawal of Korean troops from Vietnam based on his earlier conviction opposing troops-sending in the first place, and began to suggest ‘arranging for their honorable withdrawal’ as a compromise.
In January 1968, armed North Korean operatives breached South Korea’s security, and U.S.S. Pueblo was seized by N.K. forces. Such incidents definitely increased tension in the Korean peninsula, and both the ruling and opposition parties in Korea, emphasizing the U.S. role in ensuring Korean security, strongly demanded that the ‘Brown protocol’ be employed immediately. The ruling Republican (Gong’hwa-dang) party intended to obtain an upper hand in their negotiation with the U.S. by suggesting the necessity of withdrawing Korean troops from Vietnam. It was a way to put political pressure on the U.S., and the Shinmin-dang party criticized such strategy.
After January 1969, with Nixon inaugurated as the new U.S. President, U.S. and other allies started to withdraw from Vietnam, and in July 1970 it became official that the size of the U.S. force in Korea will also be reduced. Both the ruling and opposition parties called for the withdrawal of the Korean forces from Vietnam as well. The opposition party criticized the government’s Security policy and incompetence in diplomacy, and even tried to elevate the issue in the 1971 Presidential election.
In response, President Park Jeong-hi had no choice but to announce his plans to ‘consider a gradual withdrawal of the Korean troops in Vietnam’ in his annual New Year Press conference addressing the country on January 11th, 1971. He even shared such agenda as a Presidential campaign commitment with the opposing candidate Kim Dae-jung of the Shinmin-dang party. Instead of releasing the agenda into the control of the opposition party, he continued to lead the issue.
