Criminal procedure is a barometer of civilization of a state's human rights guarantee. International Standard on Human Rights functions the barometer of civilization of all nation and whole society, but Police-detention does not coincide with ISHR. By the time, the Constitutional Court, the National Human Rights Commission and the police have improved the basic environment and facilities of detention. But there are the violations of human rights. To coincide with International Standard on Human Rights, the arrest hours in police must be curtailed. And the special law shoud be enactmented about a detention duty. It needs a culture program and a legal advice for persons in a detention that give them a sentimentalized rest in daily routines. It is necessary to introduce the lay visitor system that civilian takes part in inspecting the conditions of human rights in detention. In conclusion, the police do their best in the a detention duty field for detention person's rights protection.
