This paper describes whether it is possible to realize the international human rights that have transcended upon nations and their regions. The purposes of this study is to confirm the universal practicability of human rights through the current strengthened practice of international human rights.
These days human rights is not passive human rights for guarantee of life, but necessary value for dignity of life as a positive meaning. Today, international society develops an international system which deviates from the existing internal jurisdiction set for realizing universality of human rights. This development of systems is shown through the organization of the Universal Declaration of Human rights, two other human rights rules, and the regional World Human rights Organization of Europe, the Americas and Africa.
Today, the world approves of the human rights issue as a problem that transcends the border. Human rights universalism of declaratory dimensions is being globalized at essential dimensions through the practical administrative organization. We should never overlook something during the globalization of human rights. It is a problem of how to protect human rights of the socially weak, women, children, aborigines, etc, of global dimensions. The socially weak are the most injured in a turbulent political society such as an internal war. The rights of these groups are relatively ignored and the situation becomes worse. First of all, the urgent problem awaiting a solution is that the international protective system be made. We must also research in terms of interests in strengthening the human rights organization for realizing this imminent problem.
