The Seoul Metropolitan Government starts a public-run childcare service. It is designed to deliver childcare by a service provider(herein after childminder) who are trained and employed by the publicly run “Healthy Family Support Center”. The service is for children under the age of 12 in the chidlren’s home. Such service aims to reduce parental burden and supplement the blind spot of care facilities. However, there has been a number of issues raised for this service, in regards to the quality of service, difficulties in the usage, and the working conditions of the service providers.
This study focuses on the the working conditions of the service providers(childminder).
This study uses a mixed method. For quantitative approaches, 715 childminders (approximately 25 percent of 2,929 childminders in Seoul City) were included for a survey, investigating individual and house characteristics, occupation, education training, working conditions and treatment, working environment, and policy support. As a qualitative approach, in-depth interviews with four childminders and 7 staff members from Health Care Support Center were conducted. Interview areas include: policy designs for childcare service, expansion strategies of the childminders, working environment and difficulties, and necessary policy supports.
The results and implications of this research includes enhancing the working condition of childminders, an expanding role of the intermediate support organization (Healthy Family Support Center), operation of online matching platform in a long-term plan, and development of the (re)training and field practice system of the childminders.
