The Seoul Metropolitan Government starts “Our village, Kium center”, the after-school care provision for children aged 6-12. The purpose of this research is to clarify the role of the service and find efficient ways of operation within the existing public care system. For this purpose, this study 1) analyzes the existing studies of public care service delivery system for children at elementary school age, 2) reviews the relevant overseas cases, and 3) analyzes the four pilot projects of “Our village, Kium center”.
As a result of the analysis, the limitations of the current pilot centers and further policy tasks are developed. First, pilot projects currently overcome the problems of rent using the existing infrastructure or using the budget designed for the programme. It implies that there can be a gap in the quality of care being provided. Second, a careful approach is needed to designate priority children and qualifying standards of childminders. Strengthening the qualification standards for childminders may require the exclusion of existing activists in the local networks. In addition, designation of priority children would necessarily require document proof from the users, which may lead to inefficiency in administration process and stigma attached to the users. Third, it is necessary to cooperate with and coordinate the existing public care system. As the center aims to solve the blind spot of care for elementary school aged children, it is necessary to link and coordinate with other public resources and care institutions. Fourth, as the Kium center will be in various forms depending on available space, characteristics of the space, there is a need for an intermediate support organization. There is a need to clarify the responsibility and establishment of the care service delivery system between the metropolitan government – the Seoul Metropolitan Office of Education – local government – Metropolitan Office of Education.
