This study is to review achievement and effort made over the last five years in expanding public childcare centers in Seoul and to seek for a plan to prepare policy for further expansion. For this, focus group interview and survey was conducted targeting parents, and daycare center teachers and operators to study its impact on the teachers and parents who use the service and to make its policy achievement visible to and felt by citizens. Given that there exist some concerns possibly resulted by multilateral approaches for its expansion effort such as encouraging participation of religious corporation and more and more individual as consignee for management, the study evaluates current state of public childcare centers based on the method and characteristics of expansion and management outsourcing.
The analysis shows that the expansion of public childcare centers has a positive impact as enhancing publicness of childcare service and support for work-family balance while they have been transformed to be a better place to work for teachers, so, to take full and further benefit, it should make consistent effort to build more and more childcare centers as well as to enhance service quality. It also turns out that there is discrepancy found in some cases between parents’ satisfaction on service quality and teachers’ evaluation on working environment depending on how it has been expanded and to whom its operations are outsourced. Now, it requires customized government support policy considering the expansion type of the public childcare centers and needs its structural improvement in their commissioned operations. In this regard, this study suggests that further policy should entail consistent expansion effort of the public childcare centers, and improvement of service quality as well as of the structure for their outsourced operations.
