The aim of this research is to find reasons of increase of the number of foreign workers in the Northern part of Gyeonggi-do in terms of labour supply and demand. Currently foreigner account for about 3-7 percent in local communities of Northern Gyeonggi, making it and exceptionally diverse communities in Korea that long prided itself on its cultural homogeneity, and where ethnic minority citizens account for a tiny fraction of the population. The number of migrant workers(foreign workers) in Northern Gyoenggi has risen strongly over the past decade, as the people of this region turn away form the so-called “3D” jobs, typically on construction sits or factories at industrial districts of the region such as Paju and Pocheon. And with a looming demographic crunch driven by one of the world’s lowest birth rate and increasing outflow of young workers to affluent region of Seoul capital area(Seoul or southern part of Gyeonggi) the reliance on foreign labour is likely to spread more broadly in the region.
We learn theoretical discussions about labour migration across borders and factors related to international migration, reviewing previous research on foreign worker in this research. Next, this research explores current conditions of foreign workers residing and working in Northern Gyeonggi with doing semi-structured interview, focusing on their employment conditions, skill developments, and building networks with natives and their ethnic community. The qualitative data collected through doing the interviews with foreign workers, Korean employers and voluntary workers for foreign workers shows that foreign workers residing in the region are likely to stay longer than in other countries. many came to Korea under the government’s nine-year-old employment permit system, which is open to foreign workers from 15 Asian countries. The system’s design prevents workers from putting down roots. The maximum permitted stay is two separate stints each lasting four years and 10 months. Workers in that as Korea’s labour demands for foreign labour increase Korean employers would want foreign workers who they employ to stay longer in that Northern Gyeonggi’s labour shortage becomes pronounced well beyong the sectors already struggling to fill positions, such as manufacturers of wood, metal and textile products. Furthermore, levels of skills foreign workers have would be higher that those of Koreans because of their rather long job tenure at a certain industries, so that Korean employers even prefer employing foreign workers to hiring Koreans. Therefore, the policy on foreign workers should be more comprehensive so that it can maximize the use of foreign workers and reduce problems such as Korean employes’ over demands for foreign labours in the region.
