This study had dual purposes. The first purpose was to evaluate the appropriateness of current kindergarten`s motor learning program for the ability development of children`s fundamental motor skill. The second purpose was to examine the effect of in-service education program on the ability development of children`s fundamental movement skill. Four teachers and forty-eight children as subjects were participated in this study. All subjects were pretested and postested. In-service was given to the teachers of experimental group following pretest. In-service were consisted of four sections: study of theory, observation of demonstration, practice with feedback wider simulated conditions, and coaching. The descriptive statistic and chi-square were used to analyze data. The results indicated (a) current physical education programs of kindergarten were not appropriate to develop the children`s potential of fundamental movement skills, (b) in-service was effective to enhance the effectiveness of teacher, in result, subjects of experimental group produced better performance compared to control groups. It was concluded that continuous effort is necessary to develop appropriate physical education program for kindergarten and to enhance the effectiveness of teachers.
