The purpose of this research is to determine how feasible it would be to link the employment programs for the elderly and the disabled that are managed by the Ministry of Employment and Labor. In order to achieve this objective, a methodology for linking, assimilating or rearranging programs was sought.
Consequently, the feasibility of linking programs turned out to be greater when programs were grouped and analyzed based on their similarities of their goals and contents. Furthermore, the experience and expertise that KEAD has amassed administering disability employment programs would be an important factor in whether linking these programs could be successfully carried out. Therefore, the most reasonable way to accomplish this linkage was to integrate employment programs for the elderly with disability employment programs. This will help build an unitary structure of employment services for the elderly, and also promote the employment of the senior citizens. In addition, greater convenience and the simplification of administrative services can be expected, in addition to a reduction in budget costs.
