This study examines the policy and program for the disabled in local government to use as primary data for enhancing policies and programs. This study endeavors to find the following.
First, what is the present organization, system, and institution regarding employment for the disabled in local governments? Second, what programs are implemented by local governments regarding the employment of people with disabilities?
This study surveyed 16 megalopolis and 234 local governments regarding the employment policy and programs for the disabled. The employment policy and programs for the disabled include laws and acts, organizations, budgets, infrastructure etc.
The results of the survey show that infrastructure of organizations in implementing employment polices for the disabled are weak. 6.6% of the total local governments surveyed replied that they have special units to implement employment polices for the disabled. Furthermore these units are ad-hoc or absorbed in departments related to the welfare of the disabled. The same goes for employment legislation. Only 6.6% of the total local governments replied that they have legislation on employment polices for the disabled. However, some local governments have model practices such as employment promotion ordinances and/or welfare commission on the welfare of people with disabilities. Also, local governments showed passive budgetary allocation regarding employment policies for the disabled - local governments spent an average of 4.1% and megalopolis spent 6.2%.
When asked about the attitudes of heads of government regarding employment policies for the disabled, majority answered that they were "active." However, in reality the orders or guides instructed by heads of government did not correspond with their attitude. Therefore, there needs to be social pressure such as evaluations to enforce related projects and budget allocation.
Thee most successful employment programs were creation of social jobs and public work, which shows the dependence of welfare-oriented programs. To solve the lack of employment policies and programs, long-term plan to develop systematic programs is needed before everything.
Furthermore, the Korea Employment Promotion Agency for the Disabled need to cooperate with local governments and community institutions to establish a governance system for the employment of people with disabilities.
