The purpose of this study is to analyze employment policies for the elderly which offered by the Employment Security Center of the Ministry of Labor, and to promote elder employment programs. To analyze the execution of elder employment policies. Top-Down approach is accepted and established an explanation frame composed of six conditions suggested by P.Sabatier. Six variables, which were valid theories, clear policy goals, appropriate organizations in charge of implementation, solid support. devoted executing officials and stable implement.
The results of this study have implications as follows. It is necessary to enhance the efficiency of employment promotion instruments by improving laws and regulations related to elder employment policies, and restructure inefficient employment agent systems for the elderly.
