When considering the vulnerable position of the disabled and the barriers to entry in the labor market, the employment insurance should be operated to help the employment of the disabled. Thus to evaluate the effect on disabled employment and to design to improve the system are very important. But even the analysis of how many people with disabilities enrolled in the employment insurance has not been done properly.
So in this study, we got the main characteristics of the disability employment by analyzing the enrollment in the system, the utilization of the payment, and the job transition of the disabled using the registered disabled DB and the employment insurance DB. Based on the results of analysis in this study, we suggested to improve the system for the employment of the disabled, for example, extending its coverage, enhancing support for employment retention, providing care for elderly people with disabilities, providing vocational experience, mitigating the stringent qualifications of the unemployment benefits, etc.
