The feeling that presently school education in Korea is in crisis is widespread particularly among the educated Koreans. The widely reported phenomena of an increasing number of people seeking emigration or sending their children abroad for the sake of better education for their children and heated nation-wide out-of-school classes and cram courses for grade schoolers to high school students resulting in unbearable financial burdens on parents while formal school classes are under-financed and crowded with teachers uninspiring are only symptomatic of the sense of education in crisis. Naturally emigration, education abroad and informal education have also an overtone of middle and upper-middle class phenomenon pitched against lower middle class which is far more hard-struck and despair with increasing informal education costs for their children
An argument is made here to the effect that the widely agreed state of school education in crisis is in fact no more than a symptom of the national community that is in crisis. No-healthy community can be built or maintained with a vast number of their members whose elementary and high school education was obtained from culturally alien foreign countries while native elementary and high school education has been neglected. High school education is practically no more than a preparatory course for entering colleges and universities, especially prestigious ones. In the process memory and drilling to meet entrance examinations and tests are emphasized while education designed for fostering one's talent and creativity and for those who cannot financially or intellectually afford to go to colleges is largely neglected. Post-graduation education and practical training including language training are obtained invariably from foreign countries, especially North American and European countries. Foreign degrees are preferred. Even the standards and criteria for excellency in performance in almost all fields are also Western ones. Now we believe that we have come to a phase of national development in which to face a dependency psychology which is deeply ingrained in the national psyche.
Consequently, we believe that what is at stake is the very survival of society as a national community. The dimension of the problems in education is of the magnitude of national determination to survive as a nation that goes beyond these or that policies to cure a number of failures and defects in education including ill-conceived and hastily made numerous governmental policies. Finally we have urged the citizen to wake up to face the present state of the national community in distress and to determine to revive it anew as a free democratic community which is also functioning as a great asset contributing to the world peace and prosperity of the humankind as is well envisioned in the preface of the Constitution. Accordingly, the goals of education and the means to achieve them ought to be so conceived and so measured as to build such a national community here.
