The purpose of this research was to provide reactivating plans through the state and problems analysis of the gifted sport foster project in the elementary school. The results were presented in two parts (problems and improvement plans). First, there were many problems that the system was inefficiently operated. The sports events were also limited to the basic sports such as Tract and Field, Swimming, and Gymnastics. The starting age of the players were being overlapped with the elementary school and elite youth players. Moreover, there was short of days in the training, no a standardized program, and no a central tower for the control and support on the training. Its effects merely substantiated the forster of middle school players and elite youth players instead of making the children into the level of national team. Second, the cognition on sports gifted children which was currently implemented was negative and it was necessary to improve the promoting system in the following areas. Firstly, the main body of operation should be the team of basic sports gifted forster in Korea Institution of Sport Science, and the selection and evaluation of the players be special facilities and the sport science center in municipal government. Secondly, it should be made better the operating system that it will be diversified sports, optimized the training system, made of competitive sense among players, be more younger age than elite youth player in the age level of it. Thirdly, after selecting players, their residence should be moved to the cities and province in the center, and be combined with academic and training.
