The purpose of this study was to examine sport club''s background, golden plans as a base of the elite sports, and current status in Germany through the literatures and newspaper. It was also included the Kadar system developing for elite sport player and relationship among DOSB, Federations, and sport clubs. This study was given to the following results. Germany was enough to build basic infrastructure, sports facilities through the country-led gold plans for 30-40 years. Sport clubs in Germany are mostly run by volunteers as a non-profit system. The government or state can give various benefits such as tax breaks or facilities free. The club has been autonomously operating through a minimal administrative costs. Each state or communities are pushing for sport clubs and elite sport development policies in accordance with the selection and concentration by themselves. German’s elite athletes ratings are to be systematically institutionalized through the Kader-System. In the case of student athletes, there are various educational support system to provide reasonable concurrent academic and professional sporting activities. Active elite athletes in Germany almost belong to the non-profit sport clubs. Thus, to receive adequate financial support to elite athletes is almost impossible. Therefore, the best elite athletes may have a job as a soldier and police. Other players are getting some financial support through the German Sports Aid Foundation. However, most of the players in Germany are struggling financially in real life. In summary, Germany is that the development of elite sports based by sport clubs were made successfully until now. However, making the sports performances which can achieve the goals of the world''s top 3 was perceived to be insufficient. In view of that the UK ranks second and Japan''s burgeoning at this Rio Olympics, we think the German elite sports policy to replay the promotion policy for world’s top 3, so far and they have to run the new promotion policy and practice to have highly competitive performances in the world.
