Purpose: The purposes of this study, based on focus group interviews (FGIs), are to examine the qualifications of special education teachers who teach students with visual impairments and explore advancement plans on professional development of those teachers. Method: To achieve these purposes, a group of 8 experts (4 professors, 4 field experts) was formed and focus group interviews were conducted for each group. Results: First, the findings highlighted the lack of professionalism among special education teachers when teaching students with visual impairments, which was attributed to the current special education preparation system. Second, research participants proposed ways to establish the professionalism of teachers for students with visual impairments while maintaining the current special education teacher preparation system: (a) teachers’ participation in the professional development training or (b) in-service teachers’ completion of graduate school courses. The study participants also suggested developing teacher training contents in order to secure teachers’ professionalism as well as to improve legislation/policy advancement plans and systems. Conclusion: The study findings provided implications in enhancing teachers’ professionalism when teaching students with visual impairments. The results of this study can be used as basic data to examine ways to improve the teacher preparation system for students with visual impairments and the quality of professional development training contents.
