(Purpose) In the race for presidential and municipality elections, voters understand the policy framework and orientations through campaign speeches and communication activities of the candidates. This study attempted to specify the policy direction and will of the head of the local government to move forward through a speech that clearly reveals the philosophy of the mayor of Incheon Metropolitan City and Facebook. (Design/methodology/approach) Based on Social construction theory, Incheon-type policy target groups will be proposed to investigate the relationship between the Mayor's interests and the beneficiaries of policy target groups. Research data are speeches and posts in Facebook during the first half of 7th term of office in Incheon Metropolitan Government. Text mining methodology applies to Incheon Mayor Park Namchoon's speech and posts in Facebook for extracting top 100 keywords. (Findings) As a result of mapping the keywords extracted by Mayor Park Namchoon's speech and Facebook to the beneficiaries of the Incheon-type policy target group, it was confirmed that the results were hierarchical descending order by advantaged-contenders-dependents-deviants group. (Research implications or Originality) This can be analyzed that the Mayor is interested in the advantaged group with a positive social composition and strong power. Thus, the policy might be formulated or implemented for giving more benefits for the advantaged group.
