This paper examines the transitions in American foreign economic policy during the interwar period between the London Economic Conference in 1933 and the Bretton Woods Conference in 1944 as a two-level game of the Roosevelt administration. The FDR adminstration competes with the United Kingdom externally and regulates Wall Street financial capitalists domestically. Regarding the absence of hegemony in the interwar period, Charles Kindleberger’s famous proposition that ‘Britain had no ability and the United States had no willingness’ encapsulates the catastrophic end of the London Economic Conference in 1933 and the successful hosting of the Bretton Woods Conference in 1944. However, without the discussion of the internal and external political situation and the process of negotiations faced by the Roosevelt administration, which was at the center of the change in US foreign economic policy, the systematic explanation does provide sufficient explanation for how the transition happened. In the interwar era US foreign policy underwent its transformation in the process of expanding the New Deal policy internationally, which was a key agenda of domestic economic policy in the U.S. amidst a power struggle between the Roosevelt administration and the Wall Street financial capitalists. In 1933, the Roosevelt administration did not have the internal and external capabilities to lead the international order, so it maintained a passive or negative attitude toward international cooperation. In contrast, in 1944, active international expansion of the New Deal could be pursued based on domestic agreements and the accumulation of policy capabilities. The domestic policy of the hegemon directly affects the international system in this regard.
