(연구배경 및 목적) 현대 도시에서 공공복지의 역할을 담당하는 공공건축물의 역할과 기능 향상을 위해서는 일반 건축물과 달리 공공건축물의 공공성 향상에 초점을 맞춘 디자인 기준의 개발이 필요하다. 이에 본 연구는 공공건축물 디자인 경험이 풍부한 건축 전문가들을 대상으로 공공성 관련 선행연구 분석을 바탕으로 추출한 공공건축물의 공공성 평가 항목에 대한 가치 인식을 조사하고 지표 형태로 구조화하여 공공건축물의 디자인 지침이나 기준을 제정할 때 참고할 수 있는 공공건축물의 공공성 평가지표를 제안하고자 하였고 이를 통해 공공건축물의 공공성 향상을 목적으로 진행되었다. (연구방법) 선행연구를 연구 대상, 연구 목적, 연구 특징 및 분석방법, 연구 제안, 평가 항목으로 나누어 분석하여 기존 연구들의 주된 연구방법인 완성된 건축물이나 공간을 분석하는 결과물 중심이 아닌 공공건축물의 공공성 구축과정을 공공성 개념 구축과정, 공공 공간 구축과정, 공공 프로그램 구축과정으로 나누어 분석하는 과정 중심의 평가 항목으로 설정하였다. 공공건축물 설계를 주로 하는 건축 전문가를 대상으로 응답된 내용을 AHP분석 프로그램을 이용하여 위계별로 분석하고 각 평가항목에 대한 건축 전문가의 중요도 인식을 종합하고 지표화하여 공공건축물의 디자인 기준 제정 시 참고할 공공성 평가지표로 제안하였다. (결과) 평가 항목은 항목의 위계에 따라 1차 위계 3가지 항목, 2차 위계 13가지 항목, 3차 위계 22가지 항목으로 분류할 수 있었다. 1차 위계 분석 결과 공공건축물의 공공성 구축 과정은 공공 공간 구축과정-공공성 개념 구축과정-공공 프로그램 구축과정의 순서로 중요하게 나타났다. 공공 공간 구축과정의 하위 위계 중요도는 공공 공간 사용 차원의 공공성-공공 공간 접근 차원의 공공성-공공 공간 연계 차원의 공공성-공공 공간 인지 차원의 공공성의 순서로 나타났고, 공공 공간 인지 차원은 인지성-상징성-식별성, 공공 공간 접근 차원은 보행접근성-대중교통접근성-접근안전성-차량접근성, 공공 공간 사용 차원은 사용성-쾌적성-가변성-점유성-유도성, 공공 공간 연계 차원은 도시구조와의 연계-내외부공간 연계-내부공간 상호연계의 순서로 나타났다. 공공 프로그램 구축과정의 하위 위계 중요도는 프로그램 피드백-프로그램 연계-프로그램 운영과정-프로그램 운영주체-프로그램 생성과정의 순서로, 공공성 개념 구축과정 하위 위계 중요도는 도시공간구조에서의 공공성논의-논의과정의 공공성-논의주체의 공공성-도시 시간구조에서의 공공성 논의의 순서로 나타났고, 도시시간구조에서의 공공성은 시대성-역사성-유행성으로, 도시공간구조에서의 공공성은 장소성, 공론성-통합성-정체성의 순서로 나타났다. (결론) 공공건축물의 공공성 향상을 위해 공공성 구축 과정에 주목한 공공성 평가 항목을 바탕으로 전문가 가치 인식을 AHP분석하여 객관성이 높은 평가지표를 제안할 수 있었다.

(Background and Purpose) In order to improve the role and function of public buildings that play a role in public welfare in modern cities, it is necessary to develop design standards that focus on improving the publicness of public buildings, unlike ordinary buildings. Therefore, this study survey the value recognition of architectural experts who have abundant experience in designing public buildings on the public building evaluation items, and structured them in the form of indicators. and proposed public building evaluation indicators that can be referenced when establishing design guidelines or standards for public buildings. (Method) Prior research was divided into research subjects, research purposes, research features and analysis methods, research proposals, and evaluation items, and it was established as a process-oriented evaluation items centered on the process of analyzing public concept building process, public space building process, and public program building process, not a result-oriented analysis of completed buildings or spaces, as the main research method of existing studies. The AHP analysis program was used to analyze the responses of architectural experts who mainly design public buildings by hierarchy, and the evaluation items were aggregated and indexed and proposed as a publicness evaluation indicators to be referred to in the establishment of design standards for public buildings. (Results) The evaluation items could be classified into three hierarchy, 3 items in the first hierarchy, 13 items in the second hierarchy, and 22 items in the third hierarchy, depending on the hierarchy of the items. As a result of the analysis of the first hierarchy, the process of establishing publicness of public buildings was important in the order of public space construction process-public concept construction process-and public program construction process. The importance of the lower hierarchy in the process of public space construction process was shown in the order of in terms of public space use- in terms of public space linkage-in terms of public space access-in terms of public space cognition. The importance of the lower hierarchy in the process of public concept construction process was shown in the order of public discussion in urban spatial structure-publicness in discussion process-publicness in discussion subject-public discussion in urban time structure. The importance of the lower hierarchy in the process of public program construction process was shown in the order of program feedback-program linkage-program operation process-program operator-program creation process. (Conclusions) In order to improve the publicness of public buildings, AHP analysis of expert value recognition based on publicness evaluation items that paid attention to the process of establishing publicness of public buildings was possible to propose publicness evaluation indicators with high objectivity and effectiveness.
