(Purpose) The purpose of this study is to compare the process and channels of resident participation between Korea and China in the process of policy formation from an institutional perspective. (Design/methodology/approach) In order to achieve this research objective, the study was conducted through two cases, both of which are issues sufficiently exposed through the press of both countries, i) environmental policy: This policy was approached through the formation of the “Soil Pollution Prevention Action Plan” announced by China in 2016 and the “Han River Special Measures” announced by Korea in 1998. ⅱ) Medical reform policy: China's recent major implementation plan for the reform of the medical hygiene system (2009-2011) and the formation process of the Pharmaceutical Affairs Law announced in 2000 to be. These two cases were compared in the participatory aspect, the policy formation process aspect, and the applied law aspect. (Findings) As a result of the study, in terms of the participation of residents of the Chinese government, residents were unable to directly participate in the establishment process due to the lack of participation system in the formation of environmental policy. There were quite a lot of difficulties before the facts of the damage were known and reflected in the central government. In addition, in the case of medical reform, the Chinese residents' sense of participation was scarce, which seems to have been due to distrust of the government or the opinions of the residents. (Research implications or Originality) As a result of looking at the residents' participation system in the process of policy formation in Korea and China, in the end, policies in which residents participate can bring trust in the government, lead to consent and support, and adjust conflict as shown through case studies. It appears to be desirable in terms of the enemy and has implications for the Chinese government
