This study suggested a plan to revitalize the resident participation budget system as a way to promote leisure in the local community, as the demand for the field of culture, sports and tourism is increasing, interest in the quality of life of local residents, and expectations for local government policies related to leisure are increasing. Specifically, the government reviewed the current state of operation of the resident participation budget system in Korea, reviewed the types of participation budget projects, demand, and system operation in Paris, France, and Lisbon, Portugal, which are actively promoting the residents' participation budget system. As a result of the study, as a way to utilize and revitalize the resident participation budget system, first, in terms of responding to the leisure demands of local residents, the utilization of the resident participation budget system in the field of culture, sports and tourism, secondly, the boundary of interest grouping along with education on local policies and budget, and third, practical resident Participation and budget planning efforts were emphasized.
