This study aimed to draw approaches of activating Korean language education in higher education institutions of new Southern and Northern areas, where the numbers of Korean learners are consistently increasing. To draw methods for activating Korean language education, this study conducted a needs analysis for Korean teachers using IPA (Importance-Performance Analysis) and analyzed the perceptions and needs of the group of Korean education experts. The questionnaire items were divided into two categories: satisfaction and necessary aspects, and exclusive basic information aspects. The participants were asked to check a five-point scale regarding satisfaction and the necessary degree of Korean education activation methods. This study drew five categories for the questionnaire items: 1) curriculum, 2) teaching competence, 3) attracting learners, 4) educational environment and materials, and 5) cooperation for activating education. A total of 68 participants related to Korean education from 17 countries responded to the survey. After analyzing basic information, it was found that both Southern and Northern areas have many institutions with Korean language majors, and the curriculum was focused on Korean language rather than Korean studies, whereas countries like North America and Europe focused on the long history of Korean education. As for the IPA result, 5 categories showed a meaningful result, p<.000 which reveals a meaningful difference between importance and performance. It was found that the international cooperative support for Korean studies and Korean language was most urgent. Furthermore, this study found that support for attracting Korean learners, educational material and environment and understanding learners’ needs and character should be conducted continuously.
