This paper covers community compact(hyangyak 鄕約) and neighborhood organization(Inbo 隣保) conducted by Sunchang(淳昌) local government in 1893. Until now, the community compact during the Donghak Peasants’ War has only been understood as a "conservative" control to deter "progressive" peasant troops. Sunchang County was a special area where the people gathered around the county head Su-ryeong till the end of the First Donghak Peasant War, confronting the peasant army. By reviewing the government"s policies at the time, it was intended to reveal that the ruling party"s response to resistance was not just control, but a governance policy to incorporate the people into the ruling side. Hyangyak-Tonggye(洞契)-Botong(保統) was established as a system that encompasses all the households in the region and appropriately assumed all persons as subjects of loyalty(忠). In particular, Botong operated as a defense organization and a unit that carried out several tasks on behalf of local subordinate management, which was causing civil nuisance. The government provided public funds for emergency situations by forcing wealthy people to "generosity." In addition, efforts were made to stabilize people"s livelihoods by reducing taxes equally. The ruling side was paying attention to making people voluntarily incorporate into the system in consideration of the needs of the people as well as the aspects of control.
