This paper is a study on the ChonYakgyeIpjo村約契立條 written in December 1904, the ChonYakgyeIpjo added to the ChonYakgyeIpyakmon村約契立約文 in 1929, and the Gyerok契錄 of the Hashidongri in Gangdongmyeon and the Hyangyak rule鄕約規則 of Jeongdongmyeon Jukheonri made in January and August 1933, respectively. These data are related to the formation and operation of local community organizations implemented to achieve other purposes by people or forces who had a certain role and influence in the Korean Empire and the Japanese colonial period. Therefore, the purpose of this study is to examine the background, purpose, and the degeneration of Hyangyak in the first half of the 20th century. The ChonYakgyeIpjo, which was implemented in 1904, does not show a significant difference from the HyangYak which was implemented in the mid-19th century, but if it is a difference, it can be said that the rules of HyangYak was further subdivided. However, according to the Gyerok written from 1933, since the 1930s, Hyangyak has been operated through an organization called Hyangyak ?Promotion -Association鄕約振興會. The Hyangyak organization, which was previously self-governing, was promoted in the form of absorption and integration into the Hyangyak Promotion Association. Therefore, by this time, the traditional HyangYak was destroyed. The Chosun Governor-General attempted to take control of the local society by forcing the formation of the Hyangyak-Promotion-Association under the name of the Rural Development Movement. In particular, the so-called socialist movement spread in the Korean society in the 1930s as an independence movement, but the Chosun Governor-General tried to prevent the spread of such forces through the organization of the Hyangyak-Promotion-Association.

이 논문은 1904년 12월 작성된 촌약계입조村約契立條, 1929년 촌약계입조에 추가된 촌약계 입약문, 그리고 1933년 1월과 8월 각각 작성된 정동면죽헌리향약규칙丁洞面竹軒里鄕約規則과 강동면 하시동리 『계록契錄』 자료를 검토한 것이다. 이 자료들은 대한제국기와 일제강점기 지역사회에서 일정한 역할과 영향력을 갖고 있었던 인물이나 세력들에 의해 타의적 목적을 달성하기 위해 시행된 향촌사회 조직 재결성 및 운영과 관련된 것이다. 따라서 연구 목적은 20세기 전반기 향약 시행의 배경, 목적 그리고 향약의 운영상의 변질된 모습을 고찰하는 것이다. 1904년 시행된 『촌약계입조』는 19세기 중반에 시행되었던 향약과 큰 차이를 보이고 있지 않다. 다만 입약의 규약이 더 세분화되었던 점이 차이라 할 수 있다. 그러나 1933년부터 작성된 『계록』 자료에 의하면, 1930년대 이후 향약 또는 향약계는 향약진흥회라는 단체의 조직을 통해 기존에 자치적으로 시행하던 향약 조직을 흡수·통합하는 형식으로 추진되었다. 그러므로 이 시기에 이르러 전통적인 향약 체계는 변질 및 일부 소멸되었던 것이다. 조선총독부는 농촌진흥운동이라는 미명 하에 향약진흥회 결성을 강요하면서 지방사회에 대한 통제 또는 장악을 시도하였던 것이다. 『계록』에 수록된 하시동리향약계 절목의 세부내용이나 추진상황을 보면, 풍속의 교정과 교화, 미풍양속의 장려와는 무관한 노동력의 동원과 애국 및 국방 헌금의 납부, 내선일체와 황국신민화를 강조하는 강연회 개최 등이었다. 특히 1930년대 한국사회에는 독립운동 차원에서 이른바 사회주의 운동과 그 세력이 확산되었는데, 조선총독부는 향약진흥회 조직을 통해 그러한 세력의 확산을 저지하고자 하였다.
