This paper is a study on the ChonYakgyeIpjo村約契立條 written in December 1904, the ChonYakgyeIpjo added to the ChonYakgyeIpyakmon村約契立約文 in 1929, and the Gyerok契錄 of the Hashidongri in Gangdongmyeon and the Hyangyak rule鄕約規則 of Jeongdongmyeon Jukheonri made in January and August 1933, respectively. These data are related to the formation and operation of local community organizations implemented to achieve other purposes by people or forces who had a certain role and influence in the Korean Empire and the Japanese colonial period. Therefore, the purpose of this study is to examine the background, purpose, and the degeneration of Hyangyak in the first half of the 20th century. The ChonYakgyeIpjo, which was implemented in 1904, does not show a significant difference from the HyangYak which was implemented in the mid-19th century, but if it is a difference, it can be said that the rules of HyangYak was further subdivided. However, according to the Gyerok written from 1933, since the 1930s, Hyangyak has been operated through an organization called Hyangyak ?Promotion -Association鄕約振興會. The Hyangyak organization, which was previously self-governing, was promoted in the form of absorption and integration into the Hyangyak Promotion Association. Therefore, by this time, the traditional HyangYak was destroyed. The Chosun Governor-General attempted to take control of the local society by forcing the formation of the Hyangyak-Promotion-Association under the name of the Rural Development Movement. In particular, the so-called socialist movement spread in the Korean society in the 1930s as an independence movement, but the Chosun Governor-General tried to prevent the spread of such forces through the organization of the Hyangyak-Promotion-Association.
