This study Compared and analyzed the Korea-Israel FTA, which has not yet been in effect, with the Korea-Chile FTA, which was signed and enforced by Korea for the first time, and divided the meaning of the two FTAs into common and discriminatory meanings to produce implications for each. First of all, in terms of common meanings, the two FTAs provided an opportunity to advance into the third country market by improving the competitiveness of products through technical innovation and geology, respectively, with the other country’s market as a bridgehead. Second, the two FTAs were able to maximize trade expansion through the FTA and minimize damage to industries that are at a comparative inferiority by each having a complementary industrial structure and trade structure. Next, in terms of discriminatory meanings, in the case of the Korea-Israel FTA, unlike the limited trade norms at the time of the Korea-Chile FTA and the tendency to liberalize trade centered on tariff elimination, showed a win-win model, which has significantly improved compared to the past by promising to open various fields such as service, investment, intellectual property rights, high-tech cooperation and R&D investment, smart industries, exchange of personnel, and joint commercialization. Furthermore, unlike the Korea-Israel FTA in the past, it was possible to negotiate with the Israeli government quickly and easily by minimizing domestic negotiation conflicts, which allowed win-win negotiations between the two countries to produce stable results.
