This study is to analyze the effectiveness of anti-poverty and income inequality before and after introduction of basic pensions (2015) comparatively by applying entropy index [GE(0)] to the changes in public transfer income, poverty and income inequality in elderly households using 6st to 13th surveys (2011-2018) of the Korean Welfare Panel Study, and to provide the basic data necessary for the policy making to improve poverty and inequality of income. The major findings were as follows: First, the effectiveness of anti-absolute poverty by public transfer income was between -25.0% in 2011 and -38.3% in 2018 for single elderly households, and between -20.2% in 2011 and -27.4% in 2018 for couple elderly households. Second, the effectiveness of anti-relative poverty by public transfer income was between -15.9% in 2011 and -17.4% in 2018 for single elderly households, and between -13.5% in 2011 and -14.8% in 2018 for couple elderly households. Third, in terms of entropy index, despite the effectiveness of anti-income inequality of couple elderly households[between -0.1142 in 2011 and -0.2335 in 2018] by public transfer income comparing to market income was higher than that of single elderly households[between -0.0916 in 2011 and -0.1854 in 2018], the income inequality of couple elderly households were still higher than that of single elderly households after introduction of basic pensions. These results require the necessity of improving the equity of the couple reduction system in the basic pension.
