The main goal of this article is to empirically explore under what conditions school districts more actively implement charter school policy. To find more accurate answers to this research question, the author selected Colorado school districts as this study’s units of analysis. Colorado adopted its charter school law in 1993. Since then, many Colorado school districts have implemented the state charter school law to make better educational circumstances and accomplish higher student performance. However, all of the Colorado school districts do not evenly implement the same state charter school policy. Namely, uneven local charter school policy implementation has appeared among Colorado’s school districts. To empirically explicate this uneven charter school policy implementation that occurs in Colorado’s school districts, this article tested six explanatory factors including school district characteristics. These six explanatory factors are categorized based on the institutional analysis and development (IAD) framework. Statistical analysis results prove that the variation in charter school policy implementation of Colorado’s school districts emerges due to the influence of a contiguous school district, population size of a school district, and residents’ educational level.
