The purpose of this study is to find the need of Introduction of Local Police System based on the theory of Decentralization. I will discuss the relevance of Decentralization to the Local Police System, and suggest the model plan of accepting the Local Police System. There is no person denying the Decentralization. It is the campaign promises of the Participatory Government and duty of present government based on the Special law of Decentralization. If the Local Police System is accepted, the police close to citizen and the local government increase the power of synthesis administration. The successful enforcement of the Local Police System is very important in our society, because the citizen can feel well Decentralization Service through the public peace service of police. Also, the Local Police System can increase the public peace and Citizen welfare. Furthermore, it can improve ultimately the quality of citizen’s life. But, we must make a strategy by diversified, deep studying against problems of the Introduction Local Police System. Local Union and Corruption from the Local Police System are typical cases. Therefore, the citizen must has the power of controlling the Local Police System and make activations of citizen society. Those systems will bring us the success of the Local Police System.
