Moon Jaein administration has been promoting of the Autonomous police system in the metropolitan area. The government promoted the introduction plan to transfer the tasks of living safety, local transportation, and local security to local governments. The government announced the plan and proposed the amendment of the entire police law. The main contents of the government proposal are installation of the Autonomous police committee as the consensus-making administrative organ. The local police headquarters is installed in the metropolitan area. The head of the local police department is appointed by Governor. Autonomous police chief is also appointed by Governor etc. There are still some areas that have not been dealt with. or lacked in the introduction of the local police system provided by the government. For example, there are problems in securing the political neutrality of the local police and activating local police activities for the community policing In this context, this study analyzed the major contents of the local police system that Government proposed and we propose improvement plan of autonomous police system.
