At this time, the task of the Republic of Korea is 'autonomy and decentralization'. In accordance with the challenges of the current times, it is also necessary for the local police to establish a localized police system by transferring the police rights to the local area by moving away from the centralized police system to enable local governments to fulfill their role as the safety management body of local residents We should move toward constructing a cooperative security system through participation of residents in police administration. Moon Jae-in declared the introduction of the 'municipal police system in the metropolitan area' as the 100th national task, and accordingly, the police reform committee of the National Police Agency announced the recommendation of the municipal police system based on a metropolitan unit. In Seoul, The municipal police system was introduced. The introduction of any type of self-governing police officers is necessary for the citizens who are beneficiaries of security services, and the following factors must be considered for their success. First, efforts should be made to reflect the opinions of the people on the implementation of the municipal police system. Second, if an municipal police system is implemented, it should be able to resolve the public anxiety caused by changes in the security system. Third, sufficient office affairs, authority, manpower, financial and equipment should be given to allow municipal police to respond positively to the demand of police in the region and to provide police-friendly policing service to local residents. Fourth, it should be able to solve the problem of redundancy and cooperation between national police and municipal police. Local self-governing bodies will introduce a wide-area unit municipal police system centered on public welfare services so that they can carry out on-site comprehensive administration such as security, welfare, and settlement conditions. Local police work is carried out by self-governing police. The redistribution of office staff to handle only difficult office work and the transfer of authority, manpower, budget, equipment, etc. of local police organization and local police affairs among the existing national police organizations to self-governing police is part of building what I would call a rational plan for the future of policing.
