Brazil's political and economic changes in the course of globalization over the past two decades have transformed the Japan-Brazil relation into a new phase. The purpose of this paper is to analyze the change of Japan’s strategic approach to Brazil in the 21st century. In preparation for the “100th Anniversary of the Japanese Immigration to Brazil” in 2008, Japan defined its relation with Brazil as a “complementary relationship”, and founded some organizations such as the Chambers of Commerce and the Association of Wise Men between the two countries to promote the economic, cultural and human exchanges. And further, in preparation for the “120th anniversary of the diplomatic relations between Japan and Brazil” in 2015, Japan redefined its relation with Brazil as a “strategic global partnership”. It was not only for the strengthen of the bilateral economic cooperation, but also for the emphasis of the further cooperation as global leader countries to resolve the global agenda together in a mutually equal position. With a close look of this change, we also noticed that the cultural and human exchange program has been more intensified between the two countries.
