This study apprehended the conditions through analysing 2017 elementary school self-evaluation in 17 provincial offices of education and investigated problems and improvement measures. Based on analysis results, related to the evaluation purpose, most cities and provinces presented the autonomy and accountability of school and improvement in the quality of school education. The evaluation process was consisted of steps in preparation of evaluation, execution of evaluation, display and feedback of evaluation result in common. In terms of the evaluation cycle, 16 provincial offices of education implemented the evaluation annually and related to the evaluation target period, 14 provincial offices of education showed from March 1, 2017 to February 28, 2018. 12 cities and provinces set the evaluation areas on curriculum and teaching-learning, educational management, educational achievement and 7 cities and provinces also included satisfaction besides. The evaluation indicator were comprised of common indicator, autonomous indicator and there was selection indicator in some areas. 16 cities and provinces occupied common indicator than autonomous indicator. The evaluation method was conducted quantitative evaluation in parallel with qualitative evaluation, but quantitative evaluation was superior. Mostly, the evaluation result was displayed on each school home page and School Information Disclosure. Also, all schools utilized the evaluation results as base data for school improvement and applied school was offered follow-up consulting by evaluation result.
